Fox Fiber, a nonprofit, launches Kendall County’s community-owned broadband network; NewarkNet joins the initiative to expand countywide access

Fox Fiber integrates NewarkNet, secures funding to ensure zero tax burden, and begins construction to deliver high-speed fiber and wireless internet service reaching approximately 15,000 addresses.

Fox Fiber, a nonprofit, has officially launched the Kendall County Broadband Initiative, a community-owned network that will deliver high-speed fiber and wireless internet to approximately 15,000 homes, businesses, farms, and public institutions. Overseen by a local board, Fox Fiber is built for the community, by the community.

The launch includes the integration of NewarkNet, Inc. into Fox Fiber and the successful closing of revenue bond financing, alongside a $15 million grant from the Illinois Office of Broadband. Because the project is funded through revenue bonds, it will be built with no tax burden on residents and sustained through network revenue. Once the revenue bond debt is retired, the network will remain a permanent, community-owned asset serving Kendall County.

The first phase of the project will pass approximately 4,700 addresses, bringing fiber connectivity to communities including Lisbon, Millbrook, Millington, Montgomery, Newark, Oswego, Plattville, and Yorkville. Fox Fiber will focus on fulfilling connectivity needs for local schools, government offices, healthcare facilities, libraries, and fire protection districts. The project phases are intentionally structured to prioritize the county's underserved areas.

Fox Fiber brings affordable, symmetrical gigabit fiber and high-speed wireless to residents, ensuring everyone can access high-performance internet. Fiber customers receive equal upload and download speeds, which means families enjoy smooth video calls, reliable online learning, and effortless sharing. With a focus on reliability and local service, Fox Fiber delivers a high-quality internet experience for work, school, and home life.

“This is Kendall County's network — built by local people, overseen by a local board, and designed to serve this community for decades. We are not a distant corporation entering the market. We are building infrastructure that stays here, serves here, and is accountable here. Today marks the day that commitment moves from plan to construction.”— Jim Cannon, CEO, Pivot-Tech Development, Inc.

As part of the launch, NewarkNet — a trusted local provider with over 20 years of service to the community — has joined Fox Fiber. This partnership combines NewarkNet's local knowledge, established infrastructure, and dedicated team with Fox Fiber's resources to expand and improve service. Current NewarkNet customers will see a seamless transition and benefit from expanded capacity and improved long-term reliability.

Construction is led by Aecon Utilities, a leading North American provider of utility infrastructure solutions. Pre-construction surveys and permitting activities are underway, with active construction expected to commence in the coming weeks.
